The issue with the current implementation of LogThrottlingHelper becomes evident in a specific scenario where a dependent logger (recorder) is not suppressed before the primary logger triggers again at the beginning of the next logging period. This leads to an unexpected suppression of the dependent logger's subsequent logs, which may cause the system to behave unpredictably in operation.
